SI LEGISLATION

Regulation implementing Regulations (EC) and (EU) concerning the placing of plant protection products on the market (UL RS 5/15)defines the competent authorities, obligations concerning authorisation and permits of PPPs, labelling of PPPs and treated seeds, fees, official control and penalties for the implementation of Regulation (EC) 1107/2009.

EU Regulations concerning authorisation of PPPs and permits for PPPs are directly applicable in Member States:

 

Regulation (EC) 1107/2009 on placing PPPs on the market and Commission implementing Regulations are directly applicable in Member States for authorisation procedures:

  • Commission Implementing Regulation (EU) No 540/2011 of 25 May 2011 implementing Regulation (EC) No 1107/2009 of the European Parliament and of the Council as regards the list of approved active substances.
  • Commission Regulation (EU) No 283/2013 of 1 March 2013 setting out the data requirements for active substances, in accordance with Regulation (EC) No 1107/2009 of the European Parliament and of the Council concerning the placing of plant protection products on the market.
  • Commission Regulation (EU) No 284/2013 of 1 March 2013 setting out the data requirements for plant protection products, in accordance with Regulation (EC) No 1107/2009 of the European Parliament and of the Council concerning the placing of plant protection products on the market.
  • Commission Regulation (EU) No 547/2011 of 8 June 2011 implementing Regulation (EC) No 1107/2009 of the European Parliament and of the Council as regards labelling requirements for plant protection products.
    • In addition to this Regulation a graphic symbol for honey bee shall be added to the label of PPPs classified as dangerous to honey bees (Regulation implemening Regulation (EC) concerning placing PPPs on the market, Annex 1 (UL RS 86/11).
  • Commission Regulation (EU) No 546/2011 of 10 June 2011 implementing Regulation (EC) No 1107/2009 of the European Parliament and of the Council as regards uniform principles for evaluation and authorisation of plant protection products

Plant Protection Products Act (ZFfS-1) (UL RS 83/12) (English translation)

It defines placing on the market and use of PPPs, National Action Programme for sustainable use of PPPs, informing of public, expert and research tasks, additional training in PPPs, inspection of PPP application equipment, record keeping on sale and use of PPPs, designations and control of implementation of Directive 2009/128/EC on sustainable use of pesticides.

 

It also regulates in more detail the authorisation and permits of PPPs, the way of record keeping on sale and use of PPPs for the implementation of Regulation (EC) 1107/2009 on placing PPPs on the market.  

 

The objectives of this Act are the use of PPPs in sustainable and competitive crop production in a way to protect human and animal health and the environment, integrated pest management and incentives for the use of alternative methods for control of harmful organisms.
